Come learn about how the Port of Anchorage, Ted Stevens Anchorage International Airport (ANC), and the U.S. Army Corps of Engineers (USACE) are approaching infrastructure upkeep in Alaska. Panelists will discuss current projects, upcoming work and proposal best practices.

Learn More About Our Speakers:

Sharen Walsh, PE, AMPE has served as the the Deputy Director for the Port of Anchorage since 2014. She oversees the operations, maintenance, and security functions of the Port’s day-to-day activities and also manages the as-needed engineering and construction contracts associated with repair and upkeep of the Port’s existing infrastructure. 

Sharen is a lifelong Alaskan. A registered civil engineer, she has a bachelor’s degree in civil engineering from the University of Notre Dame. She has 39 years of experience in design engineering, construction management, and construction contracting in both the public and private sectors. From 2010 to 2014, she served concurrently as Anchorage’s Building Official and as Deputy Director of the Development Services Division for the Community Development Department. Her project experience includes: housing, water, and sewer work in rural Alaska; defense contracting projects on Joint Base Elmendorf Richardson and on the Aleutian Islands of Adak and Shemya; and roads and drainage projects in the Municipality of Anchorage. She has served on the municipal Platting Board, the local boards of the American Society of Civil Engineers, the Alaska Association of General Contractors, and the Imaginarium Science Learning Center. She recently completed a year of service on the board of Region II of the International Code Council and currently serves on the Anchorage School District Capital Improvement Advisory Committee.

John Johansen, PE, is the Manager of Engineering, Environmental and Planning at the Ted Stevens Anchorage International Airport for the Alaska DOT &PF. He is responsible for the planning and delivery of about $50M in capital projects annually and ensuring the airport is in compliance with environmental regulations.

John is a licensed structural engineer and civil engineer in the States of Alaska and Washington. John was born and raised in Fairbanks, Alaska. He received his Bachelor of Science in Civil Engineering degree from the University of Alaska Fairbanks in 1980 and he received a Masters of Civil Engineering (Structural) degree from Cornell University in 1985. John worked in Fairbanks with Stutzmann Engineering designing roads, buildings, water and sewer systems, and bridges. In 1989 he moved to Seattle and spent 12 years with KCM, Inc. as a senior structural engineer and project manager designing wastewater treatment facilities, docks, and industrial and commercial buildings. In 2001, John and his wife, Cheri, moved to Anchorage where he spent 4 years with Reid Middleton, Inc. as a senior structural engineer and project manager working on institutional, commercial, and office buildings. In 2005 he took his current position with the State. John is an Accredited Airport Executive of the American Association of Airport Executives

Luncheon: Boroughs Panel

Some areas of Alaska are still growing – and require infrastructure upkeep and development. Representative from Boroughs around the state will discuss upcoming projects, department priorities and proposal best practices. Speakers include representatives from the Matanuska-Susitna Borough (MSB) and the Fairbanks North Star Borough (FNSB).

Russ Krafft first began working for MSB as the Assistant Purchasing Officer in 2002, and now serves as the Purchasing Officer. In this capacity, he is responsible for all Borough procurement activities, ensuring compliance with local, state and federal regulations. In 2006, Mr. Krafft left MSB to assist in the start-up activities of the newly formed MOA Public Corporate Authority, Anchorage Water and Wastewater Utility. Returning to the Borough in 2007 again as the Purchasing Officer, he was given additional tasks as the MSB Project Manager for the Goose Creek Correctional Center (GCCC). 

 With more than 20 years in private and public procurement, outside of Municipal Government, Mr. Krafft has primarily worked in the construction and transportation industries. Heavily invested in the Southcentral community as an active volunteer, he spends many hours a week supporting local and national non-profit organizations. Raised in the upper Midwest, Mr. Krafft was taught that nothing comes to you without hard work. He is a firm believer that if you place integrity above all else, you can always look back upon your work with pride.

Janet Smith, AIA is a registered Architect and the Deputy Director of the Department of Public Works at the FNSB. She served as Architect and Project Manager with the Design and Construction Division until her promotion to Deputy Director. Prior to employment with the Borough, Ms. Smith owned a small, private architecture practice and was formerly a member of the professional team at Bettisworth North Architects and Planners. 

An early fascination with building plans and the process of creating spaces from drawings led Ms. Smith into the field of architecture. Initially interested in developing efficient residential spaces, her career has taken a variety of paths into many other aspects of the profession – which she has found particularly rewarding. Ms. Smith grew up in New Jersey and holds a Masters in Architecture from the University of Minnesota. She is an avid sports fan and enjoys fishing and dog-mushing.
